【摘要】 国内学者三十多年的研究，为构建中国特色行政伦理学奠定了丰厚的基础。研究者或以某个概念为核心，或通过范畴举要，或先规范后应用，建构了多种行政伦理学知识体系。本文通过对“行政伦理”的现象学直观，提出了“治道”式的行政伦理概念，并以标识性概念为方法，构建了“主旨—主体—职责—方法”四位一体的行政伦理学自主知识体系，提出并阐释了新时代中国特色行政伦理的四大标识性概念：服务型治理（主旨概念）、德者之治（主体概念）、责任政府（职责概念）和整全治理（方法概念）。更多还原

【Abstract】 The research on administrative ethics by Chinese scholars has been going on for more than 30 years,which has laid a rich foundation for the construction of administrative ethics with Chinese characteristics. For administrative ethics,researchers have constructed a variety of knowledge systems,either by taking a certain concept as the core,or by summarizing the categories,or by discussing ethical norms first and then their application. Through the phenomenological intuition of “administrative ethics”,the article proposes a concept of administrative ethics in the form of “the way of governance”. Taking the identifying concepts as a methodological approach,it constructs an autonomous knowledge system of administrative ethics that integrates four dimensions:“purport-subject-duty-method”. Following this analytical method and framework,the article proposes and elaborates on four major identifying concepts of administrative ethics with Chinese characteristics in the new era:service-oriented governance （a purport concept）,governance by the virtuous （a subject concept）,the government of full responsibility （a duty concept）,and the governance as integrity （a method concept）.更多还原
