【摘要】 目的：以巩义市为例，探究信息化建设赋能县域医共体高质量发展的内在逻辑与实践路径，为医共体高质量发展提供政策依据。方法：基于扎根理论的编码思路，整理结构化访谈记录、政策文本、新闻报道等资料，运用NVivo 14.0定性分析软件开展分析。结果：共提炼得出35个初始范畴，10个副范畴和4个主范畴，构建“三医”协同视角下信息化建设赋能县域医共体高质量发展的模型。结论：当地在高位推动下，构建了权责清晰的责任医共体，并建立完善了“基础层-数据层-应用层”的智慧互联信息系统，依托该系统有助于建立管理医共体、服务共同体和利益共同体，促进医药资源辐射下沉，医疗服务可及连续和激励规范医保行为。各地应探索构建智慧互联信息系统、建立资源集约共享机制、打造多元业务服务机制、扎实运维阶段的监督控制和探索医保资金的激励机制，释放信息化建设对县域医共体高质量发展的新动能。更多还原

【Abstract】 Objective To investigates the internal logic and practice approach of information technology empowering the high-quality development of county-level medical communities, and offer policy implications for its improvement. Methods Based on coding in grounded theory, the structured interview data, policy documents, and news articles were analyzed by using NVivo 14.0 qualitative analysis software. Results 35 initial categories, 10 subcategories, and 4 main categories were obtained, resulting in a model that illustrates the role of information technology in empowering high-quality development in county-level medical communities from the perspective of "Three Medics" collaborative framework. Conclusion Supported by local government initiatives, a clearly defined and accountable medical community was established, complemented by a comprehensive "Basic Layer-Data Layer-Application Layer" interconnected information system. Based on which, the governance, services, and interests among medical resource stakeholders can be developed to enhance the service accessibility and incentivize standardized healthcare practices. It is suggested to develop intelligent interconnected information systems, create resource-sharing mechanisms, establish diversified service models, ensure operational oversight, and explore medical insurance funding incentives, and harness the potential of information technology for the high-quality development of county-level medical communities.更多还原
