【Abstract】 High-quality development in ethnic regions requires relying on distinctive resources to achieve industrial integration and sustainable growth. Ethnic regions possess abundant intangible cultural heritage and unique ethnic cultural resources, making them a ’natural treasure trove’ for the integration of culture and tourism. This paper takes the example of Horqin Northeast County to analyse the theoretical logic of cultural and tourism empowerment for economic development in ethnic regions. Combining Horqin Northeast County’s status as a Mongolian ethnic group settlement with its abundant cultural heritage and natural resources, the paper explores empowerment pathways and optimisation strategies, aiming to provide replicable practical models for similar regions and support ethnic regions in achieving high-quality development through the dual pursuit of cultural preservation and economic growth.更多还原
