【摘要】 控制性详细规划已成为国土空间规划实施的重要传导路径,控规实施评估是规划闭环运行体系的重要环节。在城市更新发展阶段,北京市已开展街区控规实施评估工作,但现有评估体系指标泛化、针对性不足,难以适应存量更新街区的动态性、复杂性与可持续性等需求。急需探索面向更新实施需求的控规实施评估新思路。本文采用目标导向和问题导向相结合的思路,基于北京存量更新街区控规、北京市城市更新专项规划解析目标导向的评估要素；以北京市6个存量更新街区控规为例,分析现状与实施问题,剖析问题重点成因,总结问题导向的评估要素。以两类评估要素为依据提出存量更新街区控规实施评估指标体系。更多还原

【Abstract】 Regulatory detailed planning is essential for implementing territorial spatial planning, with implementation assessment serving as a key component of the closed-loop planning system. In the stage of urban renewal, Beijing has initiated assessments of district-level regulatory plans. However, existing systems suffer from generalized assessment indicators and insufficient specificity, failing to address the complex needs of urban renewal districts. There is an urgent need to explore new assessment frameworks tailored to the intricate demands of renewal implementation. Combining goal-oriented and problem-oriented approaches, this study identifies goal-driven assessment elements by analyzing Beijing’s regulatory plans for urban renewal districts and its urban renewal master plan. Taking six districts as case studies, it examines implementation challenges, identifies root causes, and synthesizes problem-driven assessment elements. Based on these perspectives, an indicator system for evaluating regulatory plan implementation in urban renewal districts is proposed.更多还原
