【摘要】 住房问题一直是影响社会稳定和经济发展的关键一环。近年来,随着中国城市化进程加快,保障性住房体系面临结构性供给失衡和早期建设社区不符合当代需求等困境。这些问题不仅影响了低收入群体的居住条件,也阻碍了城市发展与社会融合。相比之下,日本的保障性住房体系在长期发展中已经形成了较为完备的模式和机制,其经验具有较高参考价值。本文系统梳理了中日两国保障性住房体系的发展历程,探讨了两国保障性住房体系下的住房供应类型、运作方式以及规划布局。针对中国当前保障性住房体系的矛盾和不足,借鉴日本的实践经验,从制度和规划两个层面提出了相应的策略和建议。旨在更好地应对我国城镇化进程中的住房需求,推动社会的公平与可持续发展。更多还原

【Abstract】 Housing issues have been a critical factor in social stability and economic development. In recent years, as China’s urbanization accelerates, its affordable housing system faces challenges such as structural supply imbalances and earlybuilt communities that no longer meet modern demands. These issues not only affect the living conditions of low-income groups but also hinder urban growth and social integration. In contrast, Japan’s affordable housing system has developed into a more comprehensive model over time, offering valuable insights. This paper reviews the development of affordable housing systems in both China and Japan, examining housing supply types, operational models, and planning strategies. Drawing on Japan’s experience, it proposes strategies to address China’s current housing challenges, focusing on institutional and planning reforms to meet the demands of rapid urbanization and promote social equity and sustainable development.更多还原
