【摘要】 研究目的：基于研讨会专家观点和文献资料，系统分析耕地占补平衡新机制面临的现实困境并探讨其实现路径，为耕地占补平衡新机制的落地实施和制度完善提供参考。研究方法：归纳演绎法，文献分析法。研究结果：(1)耕地占补平衡新机制的提出响应了口粮安全单一目标向农业强国建设多目标发展的耕地保护现实需求。(2)耕地占补平衡新机制面临着农用地资源错配治理难，涉及的多部门协同难，多元主体利益协调难及耕地补充动力不足等现实困境。(3)耕地占补平衡新机制的实施需要以布局优化引导补充耕地来源，通过明确占补优先序推进与耕地种植用途管控有机融合，强化部门协同与多主体共治共享提升全生命周期管理能力。研究结论：明晰耕地占补平衡新机制的内涵与特征是有效推进占补平衡新机制落实的基础；制定占补平衡新机制补偿激励措施是激发多主体内生动力的重要制度创新探索；因地制宜探索耕地占补平衡新机制的实现路径是推进农业强国建设、夯实粮食安全根基的最终落脚点。更多还原

【Abstract】 The purposes of this study are to systematically analyze the practical challenges faced by the new mechanism of balancing cultivated land occupation and reclamation and to explore its implementation pathways based on expert opinions from seminars and literature review,to provide references for its effective execution and institutional improvement.The research methods include inductive-deductive reasoning and systematic analysis.The research results show that the proposal of the new mechanism for balancing cultivated land occupation and reclamation responds to the practical needs of shifting from a single objective of staple food security to multiple objectives in building a strong agricultural nation.The new mechanism faces practical challenges,including difficulties in governing the misallocation of agricultural land resources,multi-sectoral coordination in balancing cultivated land occupation and reclamation,conflicts among diverse stakeholders,and insufficient motivation for land reclamation.The implementation of the new mechanism requires optimizing spatial planning to guide supplementary land sources,clarifying priority sequences for occupation and reclamation to integrate with cultivated land use control,and strengthening inter-sectoral and multi-stakeholder collaboration to enhance whole-life-cycle management capabilities.In conclusion,some suggestions are proposed.Clarifying the connotation and characteristics of the new mechanism for balancing cultivated land occupation and reclamation is the foundation for its effective implementation.Formulating compensation and incentive measures for the new mechanism represents an important institutional innovation to stimulate endogenous motivation among stakeholders.Exploring localized implementation pathways for the new mechanism is the ultimate approach to advancing the construction of a strong agricultural nation and consolidating food security.更多还原
