【摘要】 全球高技能人才中心建设有助于形成具有全球影响力的重要教育中心。域外资格认证是发挥高技能人才潜力、建设全球高技能人才中心的重要依托。加拿大在此方面已积累一定经验，其域外资格认证体系的生成受到政治、经济、历史、文化等多重因素影响。加拿大基于国情创设域外资格认证的理念、愿景和框架，在推进域外资格认证时采取颁布专门法律、实施省级战略和合并监管机构等路径。加拿大域外资格认证呈现出管理为基、多方参与、过程导向等特征。借鉴加拿大经验，我国可通过开发资格认证基本框架与流程、基于行业标准提供培训与认证、加强组织监管、构建数字化认证体系、由多元主体共同保障认证有效性等，建立健全国家资历框架及资格认证体系。更多还原

【Abstract】 The construction of a global high-skilled talents center is helpful to form an important education center with global influence and promote the construction of a leading country in education. Extraterritorial qualification certification is an important support for giving full play to the potential of high-skilled talents and building a global high-skilled talent center. Canada, in this regard, has accumulated certain experience, and the generation of its extraterritorial qualification certification system is affected by multiple factors such as politics, economy, history, and culture. Canada creates the concept, vision, and framework of extraterritorial qualification certification based on its national conditions, and adopts the path of promulgating special laws, implementing provincial strategies, and merging regulatory agencies in promoting extraterritorial qualification certification. Canada’s extraterritorial qualification certification shows the characteristics of management-based, multi-party participation, and process-oriented. Drawing on the experience of Canada, China can establish and improve the national qualification framework and qualification certification system by developing the basic framework and process of qualification certification, providing training and certification based on industry standards, strengthening organizational supervision, building a digital certification system, and ensuring the effectiveness of certification by multiple subjects.更多还原
