【摘要】 人工智能赋能中国—东盟职业教育跨域治理具有自身的独特性，智能技术通过共享平台和算法支持，实现中国—东盟职业教育跨域合作的深入发展。在范式重构层面，价值维度从资源互补转向智能共生，协同机制突破行政主导转向数据驱动内核，治理模式实现从经验决策向算法治理的转型升级。然而，现实来看，中国—东盟职业教育跨域治理中面临着技术赋能与制度约束间的张力平衡问题，表现为治理结构面临松散网络与智能集权的组织张力，资源分布陷入数字鸿沟与技术依赖的双重悖论，文化适配遭遇技术普适性与人文特殊性的价值冲突，制度保障面临技术迭代加速与政策响应滞后的结构性摩擦。因此，为稳步实现中国—东盟跨域治理应通过搭建“三位一体”智能中枢平台实现治理数字化转型，强化跨域资源整合夯实治理基础架构，搭建多元文化融合桥梁促进技术人文协同，为中国—东盟职业教育协同发展提供兼具创新性与适应性的治理范式。更多还原

【Abstract】 Artificial intelligence enables China-ASEAN vocational education cross-domain governance to have its own uniqueness. Intelligent technology realizes the in-depth development of ChinaASEAN vocational education cross-domain cooperation through a sharing platform and algorithm support.At the level of paradigm reconstruction, the value dimension has shifted from resource complementarity to intelligent symbiosis, the coordination mechanism has shifted from administrative dominance to data-driven core, and the governance model has realized the transformation and upgrading from empirical decisionmaking to algorithmic governance. However, in reality, the cross-regional governance of China-ASEAN vocational education is faced with the problem of tension balance between technology empowerment and institutional constraints, which is manifested in the organizational tension of loose network and intelligent centralization in the governance structure, the dual paradox of digital divide and technology dependence in resource distribution, the value conflict between technological universality and humanistic particularity in cultural adaptation, and the structural friction between accelerated technological iteration and lagging policy response in institutional guarantee. Therefore, in order to steadily realize the cross-regional governance of China-ASEAN, we should build a "three-in-one" intelligent central platform to realize the digital transformation of governance, strengthen the integration of cross-regional resources to consolidate the basic framework of governance, build a bridge of multicultural integration to promote the coordination of technology and humanities, and provide an innovative and adaptive governance paradigm for the coordinated development of China-ASEAN vocational education.更多还原
