【摘要】 随着老龄化加剧，上海市面临的慢性病疾病负担日益严重。由于影响慢性病的因素广泛存在，实施慢性病综合防控策略至关重要。近年来，上海市为持续巩固国家慢性病综合防控示范区建设成果，坚持政府主导，将慢性病防控纳入社会经济发展规划，出台多项地方性法规和政策，在慢性病防控经费投入和队伍建设方面给予充分支持，以健康为中心，将健康融入万策，形成慢性病综合防控服务社会经济发展全局。坚持医防融合，通过加强公共卫生体系建设三年行动计划专项，完善慢性病综合防治服务体系，构建“四位一体”的慢性病防治模式，创新构建整合式社区慢性病健康管理模式，通过信息化手段提升慢性病健康管理质量和效率。通过市级统筹推进，上海市主要健康指标持续优化，取得积极成效，可为其他城市开展慢性病综合防控提供“上海经验”。更多还原

【Abstract】 The disease burden of non-communicable diseases in Shanghai increased with the aging population. It is important to implement comprehensive prevention and control strategies for non-communicable diseases,due to the widespread presence of factors. In recent years,Shanghai continuously consolidates the achievements of the construction of National Integrated Demonstration Area for the Prevention and Control of Non-communicable Diseases. Shanghai has adhered to government leadership,incorporated non-communicable diseases prevention and control into economic development plans and issued multiple local regulations and policies. In addition,Shanghai has provided full support in funding and team building of non-communicable diseases prevention and control. Shanghai served health as the center,integrated health into all policies,and formed a comprehensive system of non-communicable diseases prevention and control to serve the overall economic and social development.Shanghai also has adhered to the integration of medical treatment and public health. The comprehensive prevention and treatment service system has been improved through the three-year action plan to strengthen the construction of the public health system.Furthermore,Shanghai has established a "four in one" non-communicable disease prevention and treatment model,innovated the integrated community health management model,and provided information technology to enhance the quality and efficiency of health management. Through the coordinated promotion at the provincial level,the main indicators of health in Shanghai have been continuously optimized and achieved positive results,which can provide the "Shanghai experience" for other cities.更多还原
