【摘要】 社会心理服务体系是指以政府和社工机构、心理咨询机构的专业人员为服务主体，以所有民众为服务对象，以民众社会治理为主，以培育民众积极社会心态、改善民众社会关系、提升其社会信任水平、增强民众幸福感、安全感和获得感为服务内容和目标的社会治理服务体系，以及以改善民众的情绪状况、提升其心理健康水平为服务内容和目标的心理健康服务体系。本文以北京实践探索为例，从服务主体、服务对象、服务内容、服务模式、服务效果等方面探究社会心理服务体系建设的实践路径，从经费持续、人员编制、民众参与和服务评估等方面分析社会心理服务体系建设的困境，并以此提出相应的优化策略，即保障社会心理服务经费和资金的持续性、提供社会心理服务人员的岗位编制、普及心理健康知识、根据居民需求提供社会心理服务以及构建社会心理服务评价指标体系评估服务效果。更多还原

【Abstract】 The construction of social psychological service system includes social governance service system which takes government, professional staff of social work institutions and psychological counseling institutions as service subject, and takes all of people as service object, and take social governance of people as the main, which cultivates positive social mentality of people, improves social relationship of people, promotes their social trust, enhances their happiness, security, and sense of gain as serve content and target, as well as mental health service system which takes the improvement of emotion condition and mental health level of people as service content and target. This article takes Beijing practices exploration for instance and explores practice path of social psychological service system from service subject, service object, service content, service model and service effect and so on, and analyzes the dilemma of Beijing social psychological service from funds sustain, regular staffs, people participation, and service effect evaluation, and on the base of these dilemmas, corresponding optimization strategies are proposed. These optimization strategies concretely include ensuring the sustainability of fund of social psychological service, providing position of social psychological service staff, popularizing psychological health knowledge, providing social psychological services on the base of people demand, and constructing evaluation index system of social psychological services system to evaluate social psychological services effect.更多还原
