【Abstract】 Based on years of training practice for principals and teachers in primary and secondary schools,this paper proposes an outcome-based Design-Training-Evaluation(DTE) model. The framework delineates three core domains: key focus areas, operational standards, and defining features, significantly enhancing principals and teachers’ capacity for outcome articulation and program efficacy.
