美英澳安全伙伴关系“第二支柱”:内容、特点及发展趋势
The AUKUS Trilateral Security Partnership Pillar Ⅱ:Content, Characteristics and Trends
【摘要】 2021年,美英澳三国宣布成立奥库斯(AUKUS)三边安全伙伴关系。继“第一支柱”为澳大利亚装备核动力潜艇之后,奥库斯于2023年提出了“第二支柱”,意在增强成员国不同武装力量的互操作性。合作内容涉及与先进军事技术相关的八个领域,可概括为“强化三项能力,搭建一个系统”。由于“第二支柱”不涉核,美英澳计划在此基础上进行扩员,日本、新西兰、韩国、加拿大是主要意向国。这一危险的举动警示亚太国家,奥库斯有可能会转变为“亚太版北约”,为地区安全带来更多的不确定性。在这种情况下,中国应该充分把握澳大利亚等中等强国的独立性,实施精准的周边外交政策,争取更多中间力量。
【Abstract】 AUKUS, initiated in 2021, is a trilateral security partnership among Australia, the United Kingdom, and the United States, with the pact’s so-called Pillar I aiming to equip Australia with nuclearpowered submarines. In 2023, AUKUS put forward a Pillar II framework which included eight areas related to advanced military capabilities. It focused on the interoperability of different armed forces and the coordination in hi-tech development and deployment. One characteristic of the Pillar II framework of AUKUS is to expand its membership, with the potential inclusion of Japan, South Korea, New Zealand and other candidates. Countries in the Asia-Pacific region are alarmed as this maneuver is purported to turn an expanded version of AUKUS into an “Asian NATO”, bringing security risks to regional peace and stability.Under this circumstance, China should enhance cooperation with middle powers, implement China’s concept of neighboring diplomacy and win more support from the intermediate zone regions.
