【摘要】 公立医院综合改革既是顺应国家卫生健康事业高质量发展的时代要求，也是医院走精细化管理道路的必然选择。通过对公立医院综合改革的时代背景和过程进行剖析，发现医院改革仍面临功能定位不准、收支结构欠佳、投入产出失衡和分配机制不畅等问题。公立医院需要从内部管理和外部治理两个维度入手，进行内外兼治，结合自身特点，正确地选择改革路径，推动医院提质增效、健康可持续发展。更多还原

【Abstract】 Public hospital comprehensive reform is not only a response to the national demand for high-quality development in healthcare but also an inevitable choice for hospitals to pursue refined management.By analyzing the background and process of comprehensive reform,it is found that hospitals still face issues such as unclear functional positioning,suboptimal revenue and expenditure structures,imbalanced input and output,and inefficient distribution mechanisms.Public hospitals need to address both internal management and external governance,adopt a dual approach,and select appropriate reform paths according to their own characteristics to enhance quality and efficiency and achieve sustainable development.更多还原
