【摘要】 公平竞争审查制度提出已近十年，然而其落实情况定量刻画的缺失，正阻碍其理论研究深入发展，更不利于行政人员洞悉实情进而优化制度的继续落实。本文基于量化视角，对公平竞争审查展开研究。首先，阐述公平竞争审查内涵及国家层面实施进展；其次，分析和比较各省市公平竞争审查落实情况、总结表现特征，并在此基础上发掘阻碍制度落实的关键问题并提出相应对策建议，以助力公平竞争审查制度的进一步推进。更多还原

【Abstract】 It has been nearly ten years since the fair competition review system(FCRS) was proposed. However, the lack of quantitative description of its implementation is hindering the theoretical research in-depth development, and it is not conducive to the administrators to understand the actual situation and optimize the continuous implementation of the system. We conduct research on FCRS from a quantitative perspective. Firstly, elaborate on the connotation of FCRS and the implementation progress at the national level; Secondly, analyze and compare the implementation of FCRS in various regions, summarize the characteristics, and identify the key issues restricting the implementation of FCRS; Finally, put forward corresponding suggestions to facilitate the further implementation of FCRS.更多还原
