【摘要】 目的：在医改新政背景下，对山东省医疗器械产业政策进行定性与定量分析，为完善区域政策体系，促进产业高质量发展提供决策建议。方法：收集2019年～2022年山东省医疗器械产业的省级政策，构建“政策目标-政策工具-政策内容”三维理论分析框架，采用单维统计分析、二维交叉分析、内容分析等方法进行政策研究。结果：从政策文本数量看，山东省较为重视成果转化目标，倾向使用公共服务政策工具。从政策目标与政策工具的匹配关系看，存在“单一政策工具为主，多种政策工具相辅”“政策工具组合多样，部分政策工具高频使用”“部分政策工具缺位，组合效应不显著”等特点；从政策内容看，政策内容对选用的政策工具进行了落实完善，但部分政策内容存在强度不足、作用范围有限、细化程度欠缺等问题。结论：山东省在完善医疗器械政策体系时应丰富政策工具选用，优化政策工具组合；加强财政支持力度，完善公共服务能力；建立跨省协作机制，扩展政策业务范围；强化政策内容落实，推进政策内容宣介；创新工作组织形式，提高政策吸引力度。更多还原

【Abstract】 Objective:The study makes a qualitative and quantitative analysis of the medical device industrial policy in Shandong Province under the background of the new medical reform policy,provides suggestions for improving the medical device industrial policy system and promoting the high-quality development of the industry in Shandong Province.Methods:Based on the provincial policy of the medical device industry in Shandong Province from 2019 to 2022,a three-dimensional policy analysis framework of “policy objective-policy tool-policy content” was constructed,and one-dimensional statistical analysis,two-dimensional cross-analysis and content analysis were used for policy research.Results:In terms of the number of policy texts,Shandong Province attaches more importance to the goal of achievement transformation and tends to use public service policy tools.From the perspective of the matching relationship between policy objectives and policy tools,there are characteristics such as “single policy tool is dominant,multiple policy tools are complementary”,“the combination of policy tools is diverse,some policy tools are used frequently”,and “the types of policy tools are few and the combination effect is not significant”.From the perspective of policy content,most policy contents have refined the selected policy tools,but some policy contents have problems such as insufficient strength,limited scope of action,lack of refinement and lack of innovation.Conclusion:When perfecting the policy system of medical devices,Shandong Province should enrich the selection of policy tools and optimize the combination of policy tools,strengthen financial support and improve public service capacity,establish cross-provincial cooperation mechanism to expand the scope of policy business,strengthen the implementation of policy content and promote the publicity of policy content,create news ways to organize work and make policies more attractive.更多还原
