【摘要】 开展长江生态环境保护是落实习近平同志提出的“共抓大保护，不搞大开发”“生态优先，绿色发展”和“绿水青山就是金山银山”等生态文明思想的重要措施，该专题调研通过走访安徽省长江沿线矿山现场、周边群众和召开座谈会，了解到安徽省积极进行矿山污染治理和生态环境保护并取得了显著成效，在矿山生态修复顶层设计法规、加强相关矿权审批与立体监督管理，以及推广绿色、智能和无废矿山建设等取得了重要进展。但还存在矿山生态修复精细化程度不够、长效修复机制缺乏、系统性治理不足等问题，建议强化建设智能、无废和绿色矿山；进行科学修复、精准治污和系统修复；建立矿山生态环境修复与保护补偿制度、提升生态修复价值转化水平、推广“以用定治”“一矿一策”和市场化等矿山生态修复的安徽模式。更多还原

【Abstract】 Carrying out the ecological environment protection of the Yangtze River is an important measure to implement President Xi’s ecological civilization thought of "jointly strengthening protection and not engaging in large-scale development" "ecological priority and green development", and "green mountains and clear waters are as good as mountains of gold and silver". This study, through visiting the mining sites along the Yangtze River in Anhui Province, the surrounding residents and holding symposiums, learned that Anhui Province has actively carried out mine pollution control and ecological environment protection and achieved remarkable results. Significant progress has been made in the top-level design regulations for mine ecological restoration, strengthening the approval and three-dimensional supervision and management of related mining rights, as well as promoting the construction of green, intelligent and waste-free mines. However, there are still problems such as insufficient refinement in ecological restoration of mines, lack of long-term restoration mechanisms, and inadequate systematic governance. It is suggested to strengthen the construction of intelligent, waste-free and green mines, carry out scientific restoration, precise pollution control and systematic restoration, establish a system for ecological environment restoration and protection compensation in mines, enhance the level of value conversion in ecological restoration, and promote the Anhui model of mine ecological restoration such as "governance based on utilization" "one mine, one policy" and marketization.更多还原
