【摘要】 政务服务“跨省通办”是针对企业和公众异地办事“多地跑”“折返跑”等问题而进行的政务服务改革，是政务服务模式的创新，而政府领导力是强化政务服务“跨省通办”府际间合作共治的推动力，这在其功能向度上体现得尤为明显。政府领导是“跨省通办”领导活动的主体，其领导力水平直接决定着领导效率的高低，进而影响“跨省通办”政策的整体运行效果。因此，构建科学、高效的政府领导力成为推进“跨省通办”有效运行的重要课题，基于政务服务模式的创新实践，应从顶层、中层、基层三个层面对政府领导力进行研究，以探索“跨省通办”政府领导力发展的应然走向。更多还原

【Abstract】 The “ inter-provincial general office ” of government affairs service is a reform of government affairs service aiming at the problems of “ multi-run ” and “ turn-back run ” of enterprises and the public in different places. It is an innovation of government affairs service mode,and government leadership is the driving force to strengthen the inter-governmental cooperation and co-governance of government affairs service “ inter-provincial general office,” which is particularly obvious in its functional dimension. Government leadership is the main body of the “inter-provincial” leadership activities,and its leadership level directly determines the level of leadership efficiency,which in turn affects the overall operation effect of the “inter-provincial” policy. Therefore,the construction of scientific and efficient government leadership has become an important issue to promote the effective operation of “inter-provincial office”.Based on the innovative practices of the government service model,research on government service leadership should be conducted from three levels: high level,middle level and grass roots level,in order to explore the development trend of government leadership of “inter-provincial office ”.更多还原
