【摘要】 应急指挥在突发事件处置中发挥着组织与领导的核心作用，建设统一、科学、高效的应急指挥机制是推进应急管理现代化的重要内容。党的二十届三中全会对应急指挥机制建设提出了新观点、新要求，需要立足新发展阶段，探索完善与大安全大应急框架相适应的应急指挥机制。本文分析了复杂风险背景下我国应急指挥机制建设的成就与面临的挑战，阐述了大安全大应急框架的基本内涵及其对应急指挥机制建设的要求，并结合已有的应急指挥模式探讨了可能的优化路径。未来推进应急指挥机制建设应当在统一化、综合化、专业化、敏捷化方面进一步完善。更多还原

【Abstract】 Emergency command plays a central role of leadership and organization in handling of emergencies, and the construction of a unified, scientific and efficient emergency command mechanism is an important element in promoting the modernization of emergency management. The Third Plenary Session of the 20th CPC Central Committee put forward a new viewpoint and new requirements for the construction of emergency command mechanism, which needs to be based on the new stage of development, and explore and improve the emergency command mechanism compatible with the framework of overall safety and emergency response. This article elaborates the basic connotation and requirements of the overall safety and emergency response framework from the theoretical level, analyzes the challenges and deficiencies of the current emergency command mechanism construction in the context of complex risks, and explores the possible optimization path in combination with the existing emergency response command model. In the future, the construction of emergency command mechanisms should be further improved in terms of unification, integration, specialization and agility.更多还原
