【Abstract】 The concept of “quality education” has been put forward for years and yet its core has not been clearly recognized. The core should be the “harmonious development, ” that is, quality education should aim at cultivating harmoniously developed people and further at promoting the construction of a harmonious society and world. In the meanwhile, “harmonious development” deepens the concept of “comprehensive development”.
