脑机接口增强人体的伦理风险及治理

【摘要】 脑机接口技术在帮助患者恢复健康的同时,其应用也显露出增强人体的潜能,对它的分析也就显得尤为重要。从生命、社会及精神三个维度分析其伦理风险,具体表现为在生命维度,破坏不伤害原则与重构价值序列;在社会维度,加剧社会分层与侵蚀商谈伦理;在精神维度,干扰自我同一感与限制自主性。提出设定使用限制与监督机制、优先保障基础医疗需求与采用分层治理策略、形成多方防范网络与实施心理评估方案的针对性治理框架。对脑机接口增强人体的伦理风险与治理路径进行相关探讨,从而促进人类幸福、实现技术与人文和谐共生。

【Abstract】 Brain-computer interface(BCI) technology, while restoring patients’ health, also reveals the potential to enhance human capabilities, raising profound ethical concerns. The ethical risks of BCI can be analyzed from three dimensions: life,society, and mind. Specifically, in the life dimension, it involves violating the principle of non-harm and reconstructing value hierarchies; in the social dimension, it exacerbates social stratification and undermines negotiation ethics; in the mental dimension, it interferes with a sense of self-identity and limits autonomy. To address these issues, a targeted governance framework is proposed, including setting usage restrictions and establishing phased supervisory mechanisms, prioritizing basic healthcare needs and adopting a tiered governance strategy, and creating a multi-party prevention network along with implementing psychological assessment protocols. The exploration of ethical risks and governance pathways of human enhancement through BCI aims to promote human well-being and foster harmonious co-existence of technology and humanity.
