【摘要】 本文选取中国30个省市自治区的面板数据，采用固定效应模型探究营商环境对碳排放的影响，剖析企业进入和环境规制在营商环境对碳排放影响过程中的作用机制。研究结果表明:(1)优化营商环境能够显著减少碳排放，且能够降低邻近区域的碳排放水平。(2)企业进入在营商环境影响碳排放过程中发挥了完全中介作用，这种中介作用在沿海地区较为明显，而在内陆地区存在遮掩效应。(3)环境规制显著增强了营商环境对企业进入的负向影响，这种调节作用仅在内陆地区显著。研究结果对减少碳排放具有重要的政策启示，也为政府对内陆和沿海地区制定差异性环境规制政策提供决策依据。更多还原

【Abstract】 In recent years,the Central Committee of the Communist Party and the State Council have made a series of significant strategies to improve the business environment,contributing to the rapid growth of the Chinese economy.However,the traditional growth model has led to severe resource and environmental issues,creating an urgent need for the low-carbon economy. Under the “dual carbon”goals,environmental regulation has become one of the effective pathways to achieve these targets. These practical demands have spurred academic research on topics such as the business environment, carbon emission, and environmental regulation. Therefore, in the context of continuous optimization of the business environment and increasing environmental demands,exploring the impact mechanism of the business environment on carbon emission is of great significance for achieving high-quality economic development.Based on institutional theory, this research systematically explores the impact of optimizing the business environment on corporate entry and carbon emission,and employs empirical analysis to test these effects. Using panel data from 30 provinces,municipalities,and autonomous regions in China,a fixed-effects model is applied to investigate the impact of the business environment on carbon emission,analyzing the roles of corporate entry and environmental regulation in this process. Furthermore,a spatial Durbin model is used to empirically study the spatial spillover effects of the business environment on carbon emission.The research findings indicate:( 1) Optimizing the business environment can reduce carbon emission,as well as those in neighboring regions.( 2) Corporate entry plays a fully mediating role in this process,which holds true in coastal regions,while a masking effect is observed in inland regions.( 3) Environmental regulation significantly strengthens the negative impact of the business environment on corporate entry,which is only significant in inland regions. Based on the perspectives of environmental regulation and corporate entry, this research systematically explores the impact of optimizing the business environment on corporate entry and carbon emission,clarifying the relationships among them. It provides a more comprehensive theoretical framework for optimizing the business environment to promote low-carbon development. The government should actively promote business environment reforms,which will help regulate corporate entry and achieve low-carbon development. At the same time,the government should implement differentiated policy measures according to regional disparities,leveraging the first-mover advantages of coastal regions to drive development in other areas,and fully utilizing the policy guidance function of the business environment and the role of market entities.更多还原
