基于手机信令数据的上海都市圈实质范围研究

【摘要】 作为一种跨行政发展实体,都市圈多以发展愿景和行政边界作为其边界,反映其前瞻性意图。但该方式忽视了都市圈的实质发育情况,影响了愿景实施过程中相关政策的逻辑着力点,导致政策实施效果不及预期。本文以上海都市圈为例,利用手机信令数据,识别用户职住信息、计算通勤率,并基于K-means识别中心市区外围的高频联系栅格。最后,从通勤率、高频联系、出行时间等维度确定了上海都市圈的实质范围。结果表明,上海都市圈的实质范围是一个以上海市中心区域为主体,向四周发散蔓延的非闭合区域,虽未完全覆盖其行政范围,但已呈现出局部跨区域发展态势。结合近期态势与远期需求,本文从都市圈空间功能、交通设施、城市管理等方面提出了建议,以助力上海大都市圈的发展。

【Abstract】 The metropolitan areas are delineated by their future vision and administrative boundaries. However, this manner ignores the substantive development and influences the policy implementation, which results in a significant bias between planning and reality. This paper addresses the above by utilizing cellphone data in the case of the Shanghai metropolis. Then, the employment and residence information is analyzed, and the commuting rate is calculated. At the same time, the highly frequent contact grids is also identified by the K-means. Finally, through comparing the above and travel time, the substantive area of Shanghai metropolis is determined. The results denote that the substantive area of Shanghai metropolis is non-closed, as it consists of the central area of Shanghai and the areas scattered out of that. Although the administrative area of Shanghai remains uncovered, the marginal part of the substantive area has presented the trend of crossing administrative boundaries. Relying on the above and future tendencies, this paper proposes suggestions regarding urban functional areas, transport infrastructures, and urban management to support the development of the Great Shanghai metropolis.
