【摘要】 东西部协作是推动城乡融合、区域协调发展与促进共同富裕的重大制度安排。基于2014—2020年的中国家庭追踪调查数据，将2016年调整完善东西部协作结对关系作为准自然实验，系统考察了东西部协作政策对城乡居民收入的作用机制与影响效应。研究表明，东西部协作有效促进了受援地区农村居民增收，而对城镇居民收入的影响不显著。机制分析发现，通过促进农村居民购置农业机械、购买农机外包服务和提升务工就业水平，东西部协作能够促进受援地区农村居民农业增收和非农就业增收，但此政策带动农村居民创业增收的作用暂不显著。据此，应当继续坚持东西部协作，完善考核评估机制，强化脱贫群众内生发展动力，更好发挥社会力量在东西部协作中的作用。更多还原

【Abstract】 East-West collaboration is a major institutional arrangement for promoting urban-rural integration, regional coordinated development and common prosperity. Based on the data from China Family Panel Studies(CFPS), and taking the adjustment and improvement of East-West collaboration in 2016 as a quasi-natural experiment, the paper systematically investigates the operational mechanisms and influencing effects of East-West collaboration policy on the income of urban-rural residents. The study shows that the East-West collaboration has effectively promoted the income increase of rural residents in the recipient regions, while the impact on the income of urban residents is insignificant. Mechanism analysis finds that by promoting rural residents to purchase agricultural machinery, agricultural machinery outsourcing services and improving their employment level, East-West collaboration can promote both the agricultural and non-agricultural income growth of rural residents in the recipient regions, but the policy has not yet played a significant role in driving the entrepreneurship of rural residents to increase their incomes. Therefore, the East-West collaboration should be further continued, the assessment and evaluation mechanism should be improved, the endogenous development motivation of the people who have been lifted out of poverty should be strengthened, and the role of social forces in the collaboration should be better utilized.更多还原
