【摘要】 基层是安全生产与防灾减灾救灾的第一线，强化基层县区应急管理能力建设，对于推进国家应急治理能力现代化具有极其重要的意义。本文调研梳理了广州市东西部协作帮扶县贵州省黔南州平塘县近年应急管理工作实践探索的基本状况，分析了其发展中仍面临的主要风险挑战,提出了新时代新征程上平塘县应急管理工作统筹发展和安全两件大事，加快推进应急治理体系和治理能力现代化，努力促进高质量发展和高水平安全良性互动，不断提升本质安全水平，确保全县安全生产形势持续稳定，赋能安全高质量发展的路径建议。更多还原

【Abstract】 Grassroots is the front line of safety production and disaster prevention, reduction, and relief. Strengthening the construction of emergency management capabilities in grassroots counties and districts has great significance for promoting the modernization of national emergency governance capabilities. This article investigates and summarizes the basic situation of emergency management practices and explorations in Pingtang county, Qiannan prefecture, Guizhou province, which is a collaborative assistance county by the east and west of Guangzhou in recent years. It analyzes main risks and challenges that Pingtang county still faced in its development, and proposes coordinated development of emergency management work and safety as two major issues in the new era and new journey. It accelerates the modernization of the emergency governance system and governance capacity, strives to promote high-quality development and highlevel safety interaction, continuously improves the level of intrinsic safety, ensures the continuous stability of the county’s safety production situation, and empowers the path of safe and high-quality development.更多还原
