【摘要】 人民建议征集是体现人民当家作主的重要制度安排，是落实和发展全过程人民民主的有效途径。议题覆盖性与征集层级性是认识发展全过程人民民主场景中人民建议征集驱动效应的两个关键维度。根据二者的高低程度开展类型学分析，可以将人民建议征集在发展全过程人民民主场景中的驱动效应分为综合议题-高位推动型、综合议题-基层推动型、专门议题-高位推动型、专门议题-基层推动型四种代表类型。为全面、真实、高效地反映人民群众的需求和期望，发展全过程人民民主场景中人民建议征集的驱动效应体现为民意表达、民意识别、民意吸纳三者有机结合的作用机制。当前，立足发展全过程人民民主的丰富场景，进一步提升人民建议征集的驱动效应，需要从加强党的领导、激发主体参与、完善平台阵地和夯实制度保障四个方面探索具有可行性的优化路径。更多还原

【Abstract】 People’s suggestions solicitation is an important institutional arrangement that reflects the running of the country by the people,and is an effective way to implement and develop the whole-process people’s democracy.The breadth of issue coverage and the hierarchy of solicitation are two key dimensions for understanding the driving effect of people’s suggestions solicitation in the scenescapes of developing whole-process people’s democracy.Based on a typological analysis of these two factors,the driving effect of people’s suggestions solicitation in the scenescapes of developing whole-process people’s democracy can be divided into four types:comprehensive issues with top-down promotion,comprehensive issues with bottomup promotion,specialized issues with top-down promotion,and specialized issues with bottom-up promotion.To fully,authentically,and efficiently reflect the needs and expectations of the people,the driving effect of people’s suggestions solicitation in the scenescapes of developing whole-process people’s democracy is realized through an organic integration of three mechanisms:expression of people opinion,identification of people opinion,and incorporation of people opinion.At present,to further enhance the driving effect of people’s suggestions solicitation in the scenescapes of developing whole-process people’s democracy,it is necessary to explore feasible optimization paths from the following four key aspects:strengthening the leadership of the Communist Party of China,stimulating public participation,improving participation platforms,and reinforcing institutional guarantees.更多还原
