【摘要】 “软实力”的概念在西方高等教育文化中经历了不同社会、历史、文化、政治的复杂变迁，发生了浸染性的解构与重构。立足世界视野，西方高等教育软实力经历了作为“文化权威”的高等教育软实力、作为“价值扩散”的高等教育软实力、作为“标准共识”的高等教育软实力、作为“教育中心”的高等教育软实力与作为“标杆设定”的高等教育软实力的发展历程。不同于西方高等教育软实力的扩展、占有与霸权文化，中国特色高等教育软实力的内涵构建具有鲜明的中国特色、民族特点与时代特征。中国高等教育软实力是围绕高等教育文化吸引力、高等教育制度创新力、高等教育质量竞争力与高等教育国际影响力，形成内隐和外显兼备的“四梁八柱”结构性综合实力。中国高等教育软实力为人类教育文明提供了新样态，为人类教育文明提供了新制度，为人类教育文明提供了新内涵与为人类教育文明提供了新方向。更多还原

【Abstract】 The connotation of “soft power” in Western higher education has undergone complex changes, and has experienced a pervasive and progressive process of deconstruction and reconstruction. From a global perspective, it has evolved through the stages of the soft power as “cultural authority,” a means of “value dissemination,” a “standard consensus,” a “core of education,” and a setter of “benchmark.” Contrasting with the soft power of Western higher education, with the nature of expansion, possession and hegemony, the soft power of Chinese higher education possesses distinct Chinese characteristics, national traits and era features. It is a comprehensive structural strength of “four-beam and eight-pillar” formation that builds on its cultural appeal, innovative institution, quality competitiveness and global influence.
