【摘要】 城市社区协商是我国协商民主的重要组成部分，是建设人人有责、人人尽责、人人享有的社会治理共同体的有效实现路径。然而，实践上城市社区协商发展尚不成熟，如何提高城市社区协商质量是一个亟须深入研究的议题。系统梳理既有研究成果，可以为了解和概括我国城市社区协商新进展和新动向提供难得的切入点。从民主实践、社区治理、公共决策三个视角厘清了城市社区协商的内涵，即在城市社区场域，多元主体就涉及社区公共利益的议题通过一系列可操作化的程序做出合法决策的民主治理方式；从协商参与主体、协商内容设计、协商流程再造、协商手段优化、协商运作空间等方面总结了城市社区协商的影响因素；从主体视角、过程视角、情境视角构建了中国情景下城市社区协商的实现机制。最后对城市社区协商研究进行了总结和展望。更多还原

【Abstract】 Urban community consultation is an important part of consultative democracy in our country, and is an effective path to realize the construction of a social governance community in which everyone has a responsibility, everyone is responsible and everyone is entitled to. However, in practice, the development of urban community consultation is not mature, and how to improve the quality of urban community consultation is an issue that needs to be further studied. At the same time, the urban community consultation is also an important issue of the academic community. The systematic review of the existing research results can provide a rare point to understand and summarize the new progress and trend of the urban community consultation. The connotation of urban community consultation is clarified from the perspectives of democratic practice, community governance and public decision-making. That is to say, in the urban community field, multiple subjects make legal decisions on issues related to community public interests through a series of operational procedures. The influencing factors of urban community consultation are summarized from the aspects of consultation participants, consultation content design, consultation process reengineering, consultation means optimization, consultation culture system environment and so on. The realization mechanism of urban community consultation in Chinese context is constructed from the perspective of subject, process and situation. Finally, the paper summarized and prospected the research of urban community consultation.更多还原
