【摘要】 随着人工智能技术在教育领域的应用发展，世界各国和国际组织纷纷出台相关政策以应对其为教育带来的机遇和挑战，深入分析国际范围的相关政策对于引导教育创新和确保技术应用的有效性具有重要意义。文章采用内容分析法以世界主要国家和国际组织的26份人工智能教育政策为样本，采用“政策工具-政策内容”二维分析框架，对相关政策文本进行量化分析，以揭示国际人工智能教育政策特征。研究发现：当前政策工具类型以供给型和环境型为主，在内容要素上更为关注质量评估与保障、资源环境建设、未来人才培养等维度；供给型工具为智能教育环境建设提供资源支持、为师生智能素养提升革新培育服务；环境型工具为智能教育质量保障构建制度标准、为实现教育包容公平打造组织策略。由此，文章从强化人才培养、聚焦自主研发、深化国际交流、系统设计政策等四个方面，提出了人工智能教育政策的制定和优化建议，以期促进数智时代教育教学的高质量发展。更多还原

【Abstract】 With the development of the application of artificial intelligence technology in the field of education, governments and international organizations wordwide have successively introduced relevant policies to address the opportunities and challenges posed by its artificial intelligence technology to education. A thorough analysis of these policies on the international level is important for guiding educational innovation and ensuring the effectiveness of technology application. Taking 26artificial intelligence education policies from major countries and international organizations as samples, this paper adopted a content analysis method and employed a “policy tool-policy content” two-dimensional analysis framework for quantitative analysis of relevant policy texts to reveal the characteristics of international artificial intelligence education policies. It was found out that current policy tools predominantly fell into supply-oriented and environmental-oriented categories, and paid more attention to dimensions such as quality assessment and guarantee, resource and environmental construction, and future talent cultivation in terms of content elements. Supply-oriented tools facilitated resource allocation for the development of intelligent educational environments and promote innovative services to enhance the artificial intelligence literacy of teachers and students. Meanwhile, environmental-oriented tools established institutional standards to ensure the quality of artificial intelligence education and formulated organizational strategies to achieve inclusive and equitable education. Finally, the study proposed suggestions for the formulation and optimization of artificial intelligence education policies from four aspects of strengthening talent cultivation, focusing on independent research and development, deepening international exchanges, and systematic policy design, in order to promote the high-quality development of teaching and education in the digital age.更多还原
