【Abstract】 With the deepening of educational digital-intelligent transformation, public English teaching for postgraduates is facing an urgent shift from a single focus on language skills training to a dual objectives of “language competence and value guidance”. This study proposes to empower public English courses for postgraduates with digital and intelligent technologies, constructing a reform framework of “goal reconstruction-resource integration-model innovation and evaluation optimization”.
