【摘要】 制度伦理建设是国家治理现代化的重要内容和方式。制度伦理建设注重在制度设计与执行中融入伦理的追求与对人性的关照，在国家治理现代化过程中将“以人民为中心”的发展理念、“维护人民根本利益”与维护社会公平的伦理价值赋值于制度，使制度具有伦理目的性与道德实践性。制度伦理建设具有政治性与伦理性、目的性与工具性、个体性与整合性相统一的特征。制度伦理体系建设包括治理主体与治理过程的制度伦理建设。治理主体的制度伦理建设体现为制度公正的伦理建设与制度责任的伦理建设；治理过程的制度伦理建设体现为制度发展伦理建设、制度共享伦理建设与制度秩序伦理建设。更多还原

【Abstract】 The construction of an institutional ethics system is one of the important aspects of modernizing national governance. Institutional ethics construction emphasizes integrating ethical pursuits and considerations of human nature into institutional design and implementation, thereby embedding the development philosophy of “people-centered” and the protection of the fundamental interests of the people,as well as the ethical value of maintaining social fairness, into rigid institutions. This approach endows institutions with ethical purposiveness and moral practicability. Unlike general institutional construction,institutional ethics construction is characterized by the unity of political and ethical aspects, the unity of purposiveness and instrumentality, and the unity of individuality and integration. The construction of an institutional ethics system includes the ethical construction of governance subjects and governance processes. The ethical construction of governance subjects is manifested in the construction of institutional justice and institutional responsibility ethics; the ethical construction of governance processes is manifested in the construction of institutional development ethics, institutional sharing ethics, and institutional order ethics.
