【摘要】 既有全球治理体系面临权威性受损、代表性不足与有效性下降等多重危机。中国适时提出全球治理倡议，以期改变既有秩序中制度不公与价值失衡的状况，推动全球治理更加公正合理，旨在以“相互承认”为逻辑核心，使国际关系回归到相互尊重、平等协商的应有状态。基于此，全球治理倡议对全球治理合法性的重塑体现在：以主体承认重申主权平等的政治基础；以规范承认确立以人为本、国际法治与多边主义的价值取向；以制度承认确保平等参与和包容发展的机制保障。全球治理倡议通过包容平衡提升全球治理的代表性、通过协调合作提高其有效性，以及凭借规则信任增强其权威性，进而以行动导向推动贯彻落实。更多还原

【Abstract】 The global governance system is facing multiple crises, including erosion of authority, insufficient representation, and declining effectiveness. China has timely proposed the Global Governance Initiative. The goal is to address institutional inequities and value imbalances in the current international order and to promote a more just and equitable global governance system. With mutual recognition as the logical core, this initiative seeks to restore international relations to an ideal state of mutual respect and equal consultation. The Global Governance Initiative reshapes the legitimacy of global governance by reaffirming the political foundation of sovereign equality through subject recognition, establishing a value orientation of peopleoriented principles, international rule of law, and multilateralism through norm recognition, and guaranteeing a mechanism for equal participation and inclusive development through institutional recognition. It enhances the representativeness of global governance through inclusiveness and balance, improves its effectiveness through coordination and cooperation, and strengthens its authority through rule-based trust, thereby striving to implement core principles into concrete actions.更多还原
