印度对华经贸政策安全化及其影响
India’s Securitization of the Economic and Trade Policy towards China
【摘要】 近年来,随着大国在经济领域的竞争日益加剧,世界主要经济体的经贸政策出现安全化转向。印度将中国标定为“经济安全威胁”,推动对华经贸政策安全化,不仅构建了多维度的“中国经济威胁”叙事,还对华采取了一系列限制性举措。新冠肺炎疫情和中印边境冲突是印度对华经贸政策安全化的“导火索”,而扶持本土制造业发展、转嫁国内因“发展焦虑”引发的执政压力、利用美国对华战略竞争提供的“机会窗口”发展自身则是深层动因。印度对华经贸政策的安全化不仅破坏了中印正常经贸往来,阻碍了区域经济合作,加剧全球经贸紧张态势,还制约了印度本土制造业发展,损害了印度自身的经济利益。未来,印度可能继续从安全角度看待中印之间的经贸往来,同时可能在中印关系、印度国内经济发展态势以及美国对外贸易政策等因素影响下在相关领域进行灵活调整。
【Abstract】 In recent years, as competition among major countries in the economic field has become increasingly fierce, the economic and trade policies of the world’s major economies have become more securitized. India has framed China as an “economic security threat,” leading to the securitization of its trade and economic policy towards China. India has developed a multi-dimensional narrative that frames China as an “economic security threat,” alongside the implementation of a series of restrictive measures. The COVID-19 pandemic and the Sino–Indian border dispute in 2020 are the immediate catalysts for India’s economic securitization. However, the imperative to protect and foster domestic manufacturing, transform governance pressures stemming from “development anxiety,” and capitalize on the “window of opportunity” provided by the US strategic competition with China are deeper motivations. India’s economic securitization policy towards China impedes normal bilateral economic exchanges, disrupts patterns of regional economic cooperation, and exacerbates existing global economic and trade tensions. Furthermore, this policy constrains the development of India’s manufacturing sector and ultimately undermines India’s economic interests. In the future, India may continue to view economic and trade relationships with China from a security perspective, adjusting its policies based on the evolving Sino–Indian relations, its domestic economic situation, and the influence of US protectionist trade policies.
