新质生产力的测度、区域差异及动态演进
Measurement, Regional Difference and Dynamic Evolution of New Quality Productive Force
【摘要】 文章从新制造、新服务和新业态三个维度构建了新质生产力的评价指标体系,使用熵值法测度了中国30个省市(不含港澳台、西藏)2013-2022年的新质生产力水平、新制造水平、新服务水平以及新业态水平,利用Dagum基尼系数及其分解方法、Kernel核密度估计法以及马尔科夫链分析了中国四大区域新质生产力水平的区域差异及其动态演进过程。研究发现:中国新质生产力水平均值在样本期间呈现递增趋势;新质生产力水平的不均衡程度在样本期间有所下降;区域间差异是新质生产力水平差异的主要来源;新质生产力水平两极分化的现象在样本期间始终存在;新质生产力水平存在“俱乐部趋同”现象;新质生产力水平等级不能“跨越式”向上转移,也不会出现“倒退”现象。基于以上研究结论,提出了不同区域发展新质生产力的政策建议。
【Abstract】 This paper constructs an evaluation index system for new quality productive forces from three dimensions: new manufacturing, new services, and new business forms. Employing the entropy method, it measures the levels of new quality productive forces, new manufacturing, new services, and new business forms in 30 Chinese provinces and cities(excluding Hong Kong, Macao, Taiwan and Tibet) from 2013 to 2022.The Dagum Gini coefficient and its decomposition method, kernel density estimation method, and Markov chain are used to analyze the regional differences and dynamic evolution of new quality productive forces in China’s four major regions. The research finds that: the average level of new quality productive forces in China showed an increasing trend during the sample period; the imbalance degree of new quality productive forces decreased during the sample period; inter-regional differences are the main source of new quality productive forces disparities; the polarization phenomenon of new quality productive forces persisted throughout the sample period; there exists “club convergence” in new quality productive forces levels; the level of new quality productive forces cannot achieve “leapfrog” upward transitions nor show “regressive” trends. Based on these findings, the paper proposes policy recommendations for developing new quality productive forces in different regions.
