【摘要】 人民体育理念是中国体育现代化的重要理论内涵和实践路向。研究基于马克思主义唯物史观以及新时代中国特色社会主义视域下的体育实践，系统分析并构建了“人民性-主体性-以人民为中心”的人民体育理论框架，并在此基础上搭建“政策嵌入-主体赋权-效能协同”三维分析框架，探赜人民体育理念在新时代体育治理现代化进程中的理论生成机制、治理张力和实践转化效能。当前我国体育治理存在政策系统的结构性矛盾、主体实践的双重困境以及价值坐标的现代性困境等突出问题。基于此，研究从理论层面阐释了中国体育价值观从工具理性到人民本位的重大价值转向，解释了新时代体育知识创新和建构自主知识体系的重要性，论证了以人民需求为核心的体育治理逻辑。最后，研究提出坚守人民体育价值、激活多元主体共治、强化政策链闭环赋能机制、驱动数字化精准供给的体育治理现代化发展的实践进路。更多还原

【Abstract】 The concept of people’s sports constitutes a crucial theoretical connotation and practical direction for the modernization of sports in China. Based on the Marxist historical materialism and sports practices under the perspective of socialism with the Chinese characteristics in the new era, this study systematically analyzes and constructs a theoretical framework of people’s sports characterized by “people-centeredness—subjectivity—people-orientedness.” Furthermore, a three-dimensional analytical framework of “policy embedding—subject empowerment—efficiency synergy” is built to explore the theoretical generative mechanisms, governance efficiency, and practical transformative efficacy of the people’s sports concept in the modernization of sports governance in the new era. Currently, China’s sports governance faces problems such as structural contradictions in the policy system, dual dilemmas in subject practices, and the modernity predicament of value coordinates. Accordingly, this study theoretically elucidates the significant value shift in the Chinese sports from instrumental rationality to a people-centered approach, highlighting the importance of knowledge innovation and the construction of an autonomous knowledge system in sports for the new era, and demonstrating the governance logic of sports for the people’s needs. Finally, it proposes practical pathways for the modernization of sports governance, including adhering to the values of people’s sports, activating co-governance by multiple subjects, strengthening closed-loop empowerment mechanisms in policy chains, and driving digitalized precision supply.更多还原
