【摘要】 目的：分析国家组织药品集中采购规则对药品中选价格的影响，为完善我国药品集中采购制度提供参考。方法：使用多元线性回归，分析国家集采规则和药品质量因素对药品中选价格的影响。结果：以“单位可比价≤同品种最低单位可比价1.8倍”规则中选的药品为基准，竞争性规则和“50%降幅”中选规则对药品价格降幅的影响较为显著，体现了国家集中采购以市场为主导的药品价格形成机制；企业在选择供应省份时，更倾向于选择约定采购量更大的省份。结论：当前我国药品集采规则对质量因素的考量不足，应科学设置集采报量和最高限价，建立综合评审体系，持续监测药品质量和供应情况。更多还原

【Abstract】 Objective To analyze the impact of the national centralized volume-based procurement rules on the bid-winning drug prices, and to provide references for improving drug centralized volume-based procurement system and rules in China. Methods Multiple linear regression was used to analyze the impact of the national centralized volume-based procurement rules and the quality factors of drugs on the bid-winning drug prices. Results Taking the drugs selected based on the rule "unit comparable price ≤1.8 times the lowest unit comparable price of the same variety" as the baseline, the price reduction of drugs selected under competitive rules and the rule "unit bid price reduction 50%" was more significant, which reflected the market-oriented drug price formation mechanism of national centralized volume-based purchasing. When selecting supply provinces, companies tended to prioritize provinces with larger procurement volumes. Conclusion The current centralized volume-based procurement rules in China lack sufficient consideration of quality factors of drugs. It is necessary to scientifically set agreed procurement volume and maximum bid price, establish a comprehensive evaluation system, and continuously monitor the quality and supply of drugs.更多还原
