【摘要】 目的 分析京津冀地区公立医院高质量发展政策的文本特点，为完善政策提供参考。方法 检索京津冀地区公立医院高质量发展政策文件，构建政策工具、政策效力、政策过程三维分析框架，进行政策文本量化分析。结果 供给型、需求型、环境型政策工具分别占30.23%、17.83%、51.94%;129项政策平均PMC指数为6.37分；探索阶段、推进阶段、成熟阶段出台政策分别占30.23%、24.81%、44.96%。结论 政策工具、政策效力、政策过程之间缺乏匹配性和协调性，应践行京津冀协同发展战略，促进区域优质医疗资源均衡布局，统筹优化政策工具内部结构，提高工具均衡性，把握政策发展的阶段性特征，注重整合政策工具与政策效力。更多还原

【Abstract】 Objective To analyze the textual characteristics of high-quality development policies for public hospitals in the Beijing-Tianjin-Hebei region, providing references for policy refinement. Methods Policy documents concerning the high-quality development of public hospitals in the Beijing-Tianjin-Hebei region were retrieved. A three-dimensional analytical framework encompassing policy tools, policy effectiveness, and policy process was constructed to conduct a quantitative analysis of policy texts. Results The proportions of supply-oriented, demand-oriented, and environmental policy tools were 30.23%,17.83%,51.94%, respectively. The average policy model consistency index score across 129 policies was 6.37. Policies introduced during the exploration, advancement, and maturation stages accounted for 30.23%,24.81%,44.96% of the total, respectively. Conclusion There is a lack of matching and coordination among policy tools, policy effectiveness, and the policy process. It is recommended to implement the coordinated development strategy of the Beijing-Tianjin-Hebei region, promote the balanced distribution of high-quality regional medical resources, optimize the internal structure of policy tools in a holistic manner, enhance their balance, grasp the phased characteristics of policy development, and emphasize the integration of policy tools with policy effectiveness.更多还原
