【摘要】 公立医院采购合同履约质效管理是医疗资源优化配置的关键环节。针对传统管理模式存在的重审签轻履行、评价体系缺失等问题，本研究构建包含质量符合性、失效保障性、成本可控性、合规风险性、协作满意度5个维度的评价指标体系。采用德尔菲法确定指标权重，探讨其理论适用性与潜在应用价值，本研究发现，医疗采购需突出临床需求导向、全生命周期成本管控及信息化合规要求。基于实证分析提出动态评价机制、供应商分类管理等优化策略，为公立医院实现从合规管理向绩效治理转型提供理论工具与实践路径。更多还原

【Abstract】 The quality and efficiency management of procurement contracts in public hospitals is a key link in the optimal allocation of medical resources. In view of the problems existing in the traditional management mode, such as reexamination and light performance and lack of evaluation system, this study constructs an evaluation index system including five dimensions: quality compliance, failure assurance, cost controllability, compliance risk, and collaboration satisfaction. Delphi method was used to determine the index weight, and its theoretical applicability and potential application value were discussed. This study found that medical procurement should highlight clinical demand orientation, life cycle cost control and information compliance requirements. Based on the empirical analysis, the optimization strategies such as dynamic evaluation mechanism and supplier classification management are proposed to provide theoretical tools and practical paths for public hospitals to realize the transformation from compliance management to performance governance.更多还原
