【摘要】 加强健康医疗大数据治理，有助于促进健康医疗大数据价值的充分释放与新业态下生产力的发展。目前，我国对健康医疗大数据的治理主要采取技术驱动和制度创新双轨驱动模式，但治理中面临数据要素市场化的制度困境、数据要素流动中的确权授权困境以及数据主体权益保护和数据利用间的平衡困境。为破解困境，应完善作为生产要素的健康医疗大数据治理制度，建立符合健康医疗大数据要素流动需求的分类确权授权机制，构建横向协同和纵向监管相结合的多元治理模式，以推进健康医疗大数据资源的深化应用和高质量发展。更多还原

【Abstract】 To better the governance of health & medical big data facilitates the unleashing of its value and promotes productivity development under emerging business models, Currently, China has adopted a dual-track governance model combining technology-driven approaches and institutional innovation in the governance of health & medical big data, However, challenges persist, including institutional barriers to market-oriented allocation of data elements, difficulties in ownership determination and authorization during data circulation, and the dilemma of balancing data subject rights protection with data utilization, To break through the dilemmas, it is necessary to improve the mechanism for governing health & medical data as a production factor, establish a categorized ownership and authorization system aligned with data circulation requirements, and develop a multi-stakeholder governance model featuring horizontal collaboration and vertical supervision, so as to advance further application and high-quality development of health & medical big data resources.更多还原
