【摘要】 公共体育服务作为公共服务的重要组成部分，其数字化水平对促进公共体育服务区域协调、加快体育强国建设具有重要意义。基于TOE理论框架，采用fsQCA方法，以我国31个省区市(不含港澳台)地方政府公共体育服务供给质量为案例，探究数字赋能地方政府公共体育服务高质量供给的组态路径。研究发现：(1)地方信息基础设施建设并非影响公共体育服务高质量供给的决定性因素，而因政府缺乏组织治理能力会导致公共体育服务的低质量供给。(2)数字赋能地方政府公共体育服务高质量供给的4条组态路径可归纳为3种供给模式，分别是“政府主导型”、“政策驱动型”与“供需互动型”,其中“供需互动型”实现以公众真实体育需求为导向的公共体育服务高质量供给，是未来最具潜力的供给模式。(3)现阶段，地方政策对促进供给模式转换实现公共体育服务高质量供给起到引领作用。基于此，为实现地方公共体育服务的高质量供给，应加强地方信息基础设施建设，促进组织治理能力提升；善用政策引领供给模式转型，因地制宜打造地方路径；细化公共体育服务专项政策，鼓励公众参与政策决策。更多还原

【Abstract】 As an important part of public services, the digitalization level of public sports services is of great significance in promoting regional coordination of public sports services and accelerating the construction of a strong sports nation. Based on the TOE theoretical framework, fsQCA method is adopted to explore the grouping path of digitally empowered local governments’ high-quality supply of public sports services by taking the quality of public sports service supply of 31 provinces, autonomous regions and municipalities in China’s mainland as case study. It is found that(1) local information infrastructure construction is not a decisive factor affecting the high-quality supply of public sports services, but the lack of governmental organizational and governance capacity will lead to the low-quality supply of public sports services;(2) The four grouping paths of high-quality supply of public sports services by digitally-enabled local governments can be summarized into three supply modes, namely “government-led”, “policy-driven” and “supply-demand interaction”, of which “supply-demand interaction” realizes the high-quality supply of public sports services oriented to the real sports demand of the public and is the most promising supply mode in the future.(3) At this stage, local policies play a leading role in promoting the transformation of the supply mode to realize the high-quality supply of public sports services. Based on this, in order to realize the high-quality supply of local public sports services, the paper proposes to strengthen the construction of local information infrastructure and promote the improvement of organizational governance capacity, make good use of policies to lead the transformation of the supply mode, and create local paths according to local conditions, and refine the special policies for public sports services, and encourage the public to participate in policy decision-making.更多还原
