【摘要】 随着城市智慧化进程持续推进，如何优化公共文化服务体系，已然成为当下的重要议题。利用BERTopic主题模型对614份有关智慧城市公共文化服务的政策进行主题建模，在此基础上运用PMC指数模型构建评价指标体系，并对14份省市级政策进行量化评价。研究发现，我国智慧城市政策均重视对公共文化服务建设的规划，但存在政策时效上重中期轻短长期、内容上未兼顾文化内涵与科技支撑、偏重选用供给型政策工具、政策制定视角以中观为主等问题，基于此提出针对性建议，以期为政策制定和调整提供科学客观的决策依据。更多还原

【Abstract】 With the continuous advancement of smart city construction, how to optimize the public cultural service system has become a crucial and contemporary issue.This study employs BERTopic to perform topic modeling on 614 policies related to public cultural services in smart cities.Building upon this, the PMC index model is utilized to construct an evaluation indicator system, followed by quantitative assessments of 14 provincial and municipal policies.The research reveals that while smart city policies in China generally emphasize planning for the development of public cultural services, several limitations are exhibited in these policies: temporal focus prioritizing medium-term timelines over short-term and long-term ones, content failing to balance cultural substance with technological underpinnings, excessive reliance on supply-side policy instruments, and the predominance of meso-level policy-making perspectives.Based on these findings, targeted recommendations are proposed to provide scientific and objective decision-making references for policy formulation and adjustment.更多还原
