开放科学政策议题构建研究

【摘要】 [目的/意义]推进开放科学发展已成为全球共识,通过研究开放科学议题,为我国开放科学政策议程设置和开放科学研究提供有益框架借鉴。[方法/过程]收集国内外开放科学主题研究文献、开放科学政策文本和会议信息,基于文献研究、LDA主题模型和内容分析提炼归纳开放科学主题,结合政策需求,构建开放科学政策议题框架及内容。[结果/结论 ]从开放科学要素、开放科学应用、开放科学效益、开放科学评价4个维度构建开放科学政策议题框架,并从目标要素、主体要素、客体要素、环境要素、实践应用、技术应用、创新方法、经济效益、社会效益等角度解析框架内容。我国尚未制定开放科学总体规划和行动路线,建议加强顶层设计、利益相关方政策协调、开放科学研究和开放科学国际合作,尽快形成开放科学发展的中国方案。

【Abstract】 [Purpose/Significance] Promoting the development of open science has become a global consensus. Studying open science policy agendas can contribute to a useful framework for policy agenda setting and research related to open science in China. [Method/Process] This study collected data from literatures on open science topics, policy texts, and conference information at home and abroad. Using literature research, LDA, and content analysis, it extracted and summarized diverse topics on open science. Considering the policy needs, it constructed a policy agenda framework relating to open science with detailed content. [Result/Conclusion] The framework of open science policy agendas is constructed from four dimensions: open science elements, open science application, open science benefits, and open science evaluation. The framework content is analyzed from the perspectives of target element, subject element, object element, environmental element, practical application, technical application, innovative methods, economic benefits, social benefits, etc. Since China has not yet formulated an overall plan and action roadmap for open science, it proposes suggestions to strengthen top-level design, policy coordination among stakeholders, open science research, and international cooperation, to form a Chinese plan for open science as soon as possible.
