【摘要】 从新结构经济学视角看，要素禀赋驱动下有为政府和有效市场的共同作用是因地制宜发展新质生产力的关键。本文在系统阐释新质生产力理论逻辑及科学测度其发展水平的基础上，借助模糊集定性比较分析（fs QCA）方法探讨市场与政府共振机制作用下多要素并发影响新质生产力水平提升的前因构型和复杂因果关系。研究发现，科技创新构成高新质生产力水平产生的必要条件，是发展新质生产力的关键变量。不同要素联动匹配形成4条驱动新质生产力发展的组态路径，具体表现为政府主导下创新驱动型、政府助力下创新–产业–资金驱动型、市场主导下创新–人才驱动型、政府市场双元逻辑下多因素驱动型。对比分析不同空间情境可知，东部沿海地区与其他地区省份驱动新质生产力发展的组态路径存在明显差异，各地区应根据自身特点和资源禀赋，选择适配的发展模式，这对于统筹兼顾加快培育新质生产力、推动高质量发展具有重要理论价值和实践意义。更多还原

【Abstract】 From the perspective of new structural economics, the combined role of effective government and efficient markets, driven by factor endowments, is the key to developing new-quality productive forces in a location-specific manner. On the basis of systematically explaining the theoretical logic of the new-quality productivity and measuring its development level, this article uses fsQCA method to explore the antecedent configuration and complex causal relationships that improve the new-quality productivity level under the resonance mechanism between the market and the government. The results show that technological innovation is a necessary condition and key variable for high-level new-quality productivity. The interaction and matching of different elements form four configuration pathways driving the development of a new-quality productive forces, namely the innovation-driven path under government dominance, the government-support path driving by innovation, industry and funding, the innovation and talent-driven path under market dominance, and the government and market pluralism path driven by multi-factors. A comparative analysis of different spatial situations reveals that there are significant differences in the configuration paths that drive the development of new-quality productivity between the eastern coastal and other regions. Each region should choose the appropriate development mode according to its own characteristics and resource endowments, which has significant theoretical value and practical significance for accelerating the cultivation of new productivity and creating a new situation for high-quality development.更多还原
