铁路区段站服务中间站运输组织评价研究

【摘要】 随着铁路区段站服务中间站运输组织举措的推广,亟需构建科学、系统的相关工作评价体系。为此,从运输组织优化、服务质量提高、货运绩效提升、安全生产保障4个维度提炼评价指标,构建涵盖作业管理、人员管理、作业数量、作业效率、生产效益等7个子要素、22个指标的区段站服务中间站运输组织评价体系。面向评价指标的模糊性和不确定性,选取多属性决策方法和序关系法与熵权法相结合的主客观综合赋权方法,构成区段站服务中间站运输组织工作评价模型。最后,以徐州车务段为例,验证所提方法与模型的适用性。结果表明,安全生产、减员降本、作业效率等相关指标的重要程度较高。研究为车务段未来相关工作的优化提供了科学依据,促进深入挖潜提效,建立长效的激励与保障机制。

【Abstract】 With the increasing implementation of transportation organization measures at railway district stations serving intermediate stations, there is an urgent need to establish a scientific and systematic evaluation framework. This study developed a comprehensive evaluation system by extracting indicators from four dimensions: transportation organization optimization, service quality improvement, freight performance enhancement, and safety production assurance. The system comprises seven sub-elements and 22 indicators, covering operation management, staff management,task volume, operational efficiency, and production effectiveness. To address the fuzziness and uncertainty in indicator evaluation, a multi-attribute decision-making method was adopted, integrating the order relation method and entropy weight method for a combined subjective-objective weighting approach. An evaluation model was then constructed based on this framework. The proposed method and model were applied to a case study of the Xuzhou Train Operation Depot to verify their applicability. The results show that indicators related to safety performance, workforce and cost reduction, and operational efficiency are of high importance. This study provides a scientific basis for optimizing future transportation organization practices in train operation depots, promotes deeper efficiency improvement, and supports the establishment of long-term incentive and guarantee mechanisms.
