基于DPSIR-Tapio模型的湖泊流域经济发展与水环境脱钩分析——以滇池流域为例

【摘要】 湖泊具有重要的资源功能、经济功能和生态功能,其水环境健康对于保障流域可持续发展具有重要作用,揭示湖泊流域经济快速发展下水环境健康状况及二者脱钩关系,成为探索流域可持续发展路径的重要突破口。论文运用驱动力—压力—状态—影响—响应(DPSIR)模型分析了经济发展与水环境之间的相互作用关系,结合投影寻踪模型、耦合协调模型和Tapio脱钩模型构建了湖泊流域社会经济与水环境交互影响关系量化模型体系,并在滇池流域做了实证分析。结果表明:(1)在经济呈线性增长的背景下,滇池流域水环境综合评价指数在2012—2016年基本维持在0.35,2016年后大幅提高,这主要得益于地方政府治理思路的转变。(2)滇池流域整体耦合协调度由2012年的濒临失调至2022年的良好协调,协调发展年份占比达90.9%。(3)滇池流域水环境与社会经济主要脱钩状态是增长负脱钩、增长连结和弱脱钩,与政府响应主要脱钩状态是强负脱钩和强脱钩,水污染治理投资对流域水环境改善效果明显。

【Abstract】 Lakes play a crucial role in providing resource,economic,and ecological functions.The health of their water environment is vital for ensuring the sustainable development of watersheds.Understanding the relationship between rapid economic development and the health of water environments in lake basins,as well as the decoupling between the two,has become a significant breakthrough in exploring sustainable development pathways for watersheds.This study employs the driving force-pressure-state-impact-response (DPSIR) model to analyze the interrelationship between economic development and water environments.It combines the projection pursuit model,coupling coordination model,and Tapio decoupling model to establish a quantitative modeling system for the interactions between socio-economic factors and water environments in lake basins,with empirical analysis conducted in the Dianchi Lake basin.The results indicate that:(1) Against the backdrop of linear economic growth,the comprehensive evaluation index of the basin’s water environment remained relatively stable at approximately 0.35 from 2012 to 2016,with a significant increase observed after 2016.This improvement is primarily attributed to a shift in local government governance strategies.(2) The overall coupling coordination degree of the basin improved from a state of near imbalance in 2012 to good coordination in 2022,with coordinated development years accounting for 90.9%.(3) The primary decoupling states between the basin’s water environment and socio-economics are characterized by negative decoupling during growth,growth linkage,and weak decoupling.The main decoupling states concerning government responses are strong negative decoupling and strong decoupling,with investments in water pollution control yielding significant improvements in the basin’s water environment.
