【摘要】 论文分别构建新型基础设施建设和外贸高质量发展水平多维度评价体系，基于中国30个省份的面板数据进行测算，实证分析新基建对外贸高质量发展的效应，实证研究数字经济发展和绿色经济发展在其中的中介作用。研究表明：新基建对外贸高质量发展有显著的促进作用，但存在显著的区域异质性，东部地区、东北地区较中部、西部地区更显著，京津冀地区与泛珠三角地区较长三角地区、海南省新基建的赋能作用更为突出；数字经济发展在新基建对外贸高质量发展的正向影响中发挥了重要的中介作用，但严重滞后的产业数字化转型远未发挥其主导作用；绿色经济发展虽然对外贸高质量发展确有显著促进作用，但新基建在推进产业绿色化转型中作用甚微，限制了绿色经济发展促进外贸高质量发展作用的发挥。因此，应协调新基建布局，借力新基建积极推进产业数字化、绿色化转型，促进外贸高质量发展。更多还原

【Abstract】 This paper sets up a multidimensional evaluation system for the level of new infrastructure construction and high-quality development of foreign trade, measures them based on panel data from 30 provinces in China, and analyzes the effect of new infrastructure construction on high-quality development of foreign trade, and study the intermediary role of digital economy development and green economy development in it. The results show that new infrastructure construction has a significant promoting effect on the high-quality development of foreign trade, but there is significant regional heterogeneity. The eastern and northeastern regions are more significant than the central and western regions, while the Beijing-Tianjin-Hebei region and the Pan Pearl River Delta region have more prominent effect than the Yangtze River Delta region and Hainan Province. The development of the digital economy has played an important intermediary role in the positive impact of new infrastructure construction on the high-quality development of foreign trade, but the seriously lagging industrial digital transformation has far from played its leading role. Although the development of green economy has a significant promoting effect on the high-quality development of foreign trade, the role of new infrastructure construction in promoting the green transformation of industries is very limited, which limits the role of green economy development in promoting the high-quality development of foreign trade. Therefore, efforts should be made to coordinate the layout of new infrastructure, and leverage its role to actively promote the digital and green transformation of industries.
