【摘要】 “双减”政策是中华人民共和国成立以来减负政策发展的新阶段。基于历史制度主义的视角发现：纵向上，“双减”政策在我国具有悠久的历史基础，在经过校内单维减负探索以后，历经十年左右的萌芽期，经过关键节点，进入快速推进期；横向上，“双减”政策从“背景—制度”“制度—变量”和“制度—行为”三个维度进行结构性变迁。未来，“双减”政策应该重视与其他教育政策协同配合，优化“双减”政策环境；从突变式变迁转变为渐进式决策，构建长效治理机制；通过“双减”政策本身的自我强化机制，形成“双减”政策的路径依赖。更多还原

【Abstract】 The policy of “double reduction” constitutes a new stage of the development of policy of reducing the burden since the founding of the People’s Republic of China. Based on the perspective of historical institutionalism, it is found that vertically, after the exploration of unidimensional burden reduction in schools, the “double reduction” policy has gone through the germination period of about ten years, passed the key node, and entered the rapid promotion period; and horizontally, the “double reduction” policy carries out structural changes from three dimensions: “background-system”, “institution-variable” and “institution-behavior”. In the future, the policy of “double reduction” should attach importance to the coordination with other educational policies to optimize the policy environment of “double reduction” ; It should shift from abrupt change to progressive decision-making, and build a long-term governance mechanism; Through the self-reinforcing mechanism of “double reduction” policy itself, the path dependence of “double reduction” policy is formed.更多还原
