水利新质生产力的科学内涵和培育路径
The scientific connotation and cultivation paths of new quality productive forces in water conservancy
【摘要】 为推动新阶段水利高质量发展、以水利新质生产力引领水利行业深刻变革,在总结梳理生产力嬗变5个阶段的基础上,分析了水利新质生产力发展的时代必然性,进一步厘清其科学内涵,提出水利新质生产力具有创新化、高质量、数字化、绿色化四大特征,并阐释了水利新质生产力劳动者、劳动资料与劳动对象的新质态及其作用。最后针对性地提出了水利新质生产力的培育路径:优化水利人才队伍建设,提升劳动者综合素质;推进水利科技产业建设,加速劳动资料革新;大力提升水利创新能力,推动劳动对象数智化;强化水资源的刚性约束,促进三要素优化组合发展。
【Abstract】 To promote the high-quality development of water conservancy in the new stage and drive the profound transformation of the industry through new quality productive forces in water conservancy, this paper analyzes the historical inevitability of the development of new quality productive forces in water conservancy based on summarizing the five stages of the evolution of productive forces. It clarifies the scientific connotation of new quality productive forces in water conservancy, proposing that new quality productive forces in water conservancy exhibit four core features: innovation-driven, high-quality, digitalized, and green-oriented. The paper further elucidates the new qualities of labor, means of labor, and objects of labor of the new quality productive forces in water conservancy. Finally, the cultivation paths of new quality productive forces in water conservancy are proposed, including optimizing the construction of water conservancy talent team to enhance the comprehensive quality of laborers, promoting the construction of water conservancy technology industry to accelerate the innovation of labor materials, vigorously enhancing water conservancy innovation capabilities to digitalize labor objects, and strengthening the rigid constraints of water resources to optimize the combination of labor, means of labor, and objects of labor.
