我国聚乳酸产业发展现状及对策建议

【摘要】 聚乳酸是优良的生物基可降解塑料,已经在膜、注塑件和纤维等产品的制造方面得到应用,但是由于多种原因的作用致使产业发展缓慢。本文分析了国内聚乳酸产业的现状和在产品成本、环保排放等方面存在的问题及原因。提出了以国家现行的限塑、农膜污染治理和生活垃圾焚烧处理的政策环境为指导,近期聚焦服务于生物可降解农用地膜的市场定位,通过立足于绿电丰富地区、接近玉米产区与农膜主要使用地区的产业布局,实现基于成本领先的聚乳酸产业发展战略,同时提出了全生命周期的污染控制、降解行为控制等方面的技术配套,为我国聚乳酸产业的振兴发展提供了一种参考对策。

【Abstract】 Polylactic acid(PLA)is an excellent bio-based biodegradable plastic and has been applied in the manufacture of films, injection-molded parts, and fibers.However, due to various reasons, the applications are limited and the industry is developing slowly.This article analyzed the current situation of the domestic PLA industry and the problems related to product cost and environmental emissions.Guided by the current national policy environment of plastic restriction, agricultural film pollution control and domestic waste incineration treatment, this study proposed the market positioning of the PLA industry focusing on serving biodegradable agricultural mulching films.By establishing an industrial layout that is based in regions rich in green electricity, close to corn production areas and major agricultural film usage regions, a cost-leading development strategy for the polylactic acid industry was achieved.Meanwhile, a comprehensive technological framework integrating full life cycle pollution control and degradation behavior regulation was formulated, providing a strategic reference for revitalizing and advancing China’s PLA industry.
