基于熵权TOPSIS法的河北省湾长制治理效果研究
Effectiveness of the Bay Chief System Governance in Hebei Province Based on the Entropy Weight TOPSIS Method
【摘要】 湾长制是推动海湾治理的重要抓手,构建定量效果评价体系对科学评价湾长制实施效果具有重要意义。本文以河北省为例,构建评价体系,并基于熵权TOPSIS模型对河北省2016—2022年湾长制执行情况展开了评价。结果表明,2016—2022年河北省湾长制建设水平逐渐提高,海湾治理取得了较好的效果,但距理想值还存在一定差距;各指标间差距较大,且部分指标评价结果波动较大,在海湾治理中存在选择性执行等偏差,导致治理效果不持续、治理内容不全面。本研究结果可为河北省海湾治理提供数据参考。
【Abstract】 The Bay Chief System serves as a crucial instrument for promoting bay governance. Constructing a quantitative evaluation system is essential for scientifically assessing the effectiveness of its implementation. Taking Hebei Province as a case study,this paper establishes an evaluation system and applies the entropy weight TOPSIS model to assess the implementation of the Bay Chief System from 2016 to 2022. The results indicate that the governance level under the Bay Chief System in Hebei Province has gradually improved over the period,achieving favorable outcomes in bay management.However,a noticeable gap remains between the actual outcomes and the ideal state. Significant disparities exist among various indicators,and some show large fluctuations in evaluation results. Selective enforcement and inconsistencies in governance practices have led to unsustained and incomplete governance outcomes. The findings of this study provide valuable data references for enhancing bay governance in Hebei Province.
