【摘要】 军备控制是国际安全研究的重要议题，既有研究更多关注政府和国际组织等行为体的作用，相对忽略了认知共同体对军控机制的推动作用。作者尝试找出认知共同体作用的一般性规律，重点分析认知共同体如何通过社会化与功能性作用，并与国际政治对抗、国际经济发展、主要国家态度等因素发生交互作用以影响军控。为此针对1946—2017年军控条约与谈判进行了案例数据库构建，通过模糊集定性比较分析和案例分析检验理论预期和理论假说。认知共同体在社会化和功能性两个维度上发挥着知识生产与合作网络搭建的双重作用。就其自身而言，认知共同体的单独影响既非推动军控的充分条件，也不构成必要条件，但是在不同组合下，认知共同体可与其他因素共同构成军控机制的充分条件组。在不同的充分条件路径中，认知共同体能够通过改变认知基础、生成行为规范、加强交流合作机制甚至影响身份认同，有效促进军控与国际安全治理的实践。更多还原

【Abstract】 Arms control has been one of the pivotal topics of international security studies and international security governance. Existing research has predominantly focused on the roles of governments and international organizations, while the contributions of epistemic community in shaping arms control mechanisms have received comparatively less attention.This study seeks to uncover the general patterns through which epistemic community exerts influence, with a particular emphasis on its socialization and functional effects. To assess its impact on the realization of arms control, this research further investigates epistemic community’s interactions with key factors such as international political confrontation, global economic development, and the attitudes of major powers. To this end, this study constructed a comprehensive case database encompassing arms control treaties and negotiations spanning from 1946 to 2017. By employing fuzzy-set qualitative comparative analysis( fs QCA)alongside case studies, the research rigorously tested its theoretical expectations and hypotheses. The findings reveal that epistemic community performs dual roles in knowledge production and cooperation network-building across the dimensions of socialization and functionality. However, its independent influence neither constitutes a sufficient condition nor forms a necessary condition for advancing arms control. Instead, epistemic community,when combined with other factors, can form sufficient condition sets that effectively drive arms control outcomes. Across various pathways of sufficient conditions, epistemic community contributes significantly by reshaping cognitive frameworks, influencing behavioral norms, enhancing communicative and cooperative mechanisms, and even shaping identity.These multifaceted roles underscore its critical contributions to advancing arms control and broader practices of international security governance.更多还原
